Part 2 – Regional
AFGHANISTAN
- Improvement of Pakistan – Afghanistan Relations
Pakistan is upgrading its diplomatic mission in Kabul to ambassadorial level, aiming to boost cooperation with Afghanistan. The Islamic Emirate welcomed the move and plans to appoint an ambassador to Islamabad in return. This follows Foreign Minister Ishaq Dar’s visit to Kabul and a bilateral meeting with China emphasizing regional cooperation. China welcomed the ambassadorial appointments, seeing them as a step toward trust, stability, and stronger Pakistan-Afghanistan ties (30.5.25 and 5.6.25).
Comments and Analysis: Pakistan and Afghanistan have agreed to restore full diplomatic ties by upgrading relations to the ambassador level, marking a significant shift in their strained relationship. The decision followed a recent informal trilateral meeting with China in Beijing, signaling changing regional dynamics. Analysts believe senior-level engagement between Kabul and New Delhi grants de facto legitimacy to the Taliban regime, which seeks stronger ties with India. Kabul’s condemnation of the Pahalgam attack was misread as support for India against Pakistan, raising concerns in Beijing and Islamabad. China, having close ties with the Taliban and strong influence over both Afghanistan and Pakistan, reportedly played the role of mediator.
- Russia to Elevate Diplomatic Relations with IEA
The Russian Ambassador to Kabul reportedly handed over a diplomatic note confirming Russia’s acceptance of the ambassador nominated by the Islamic Emirate of Afghanistan (IEA) for Moscow. According to a statement from the Ministry of Foreign Affairs, during the meeting, both sides discussed the beginning of a new chapter in Afghanistan-Russia relations. Meanwhile, Russia has accused the West of trying to re-engage in Afghanistan after NATO’s 2021 withdrawal, with Foreign Minister Lavrov warning against the possible return of NATO military presence, calling it a potential “time bomb.” He emphasized support for inclusive dialogue through forums like the Moscow-format talks and SCO, signaling a shift in Moscow’s stance. Russian media later reported that Gul Hassan was appointed as the Islamic Emirate’s ambassador to Russia, though the Afghan government has not officially confirmed it. Experts believe Russia’s acceptance of the ambassador could signal a shift toward recognition and deeper bilateral cooperation (1 and 5.6.25). - Arrest of ISIS Members by Afghan Security Forces
Afghan security forces conducted a targeted operation against suspected ISIS-K militants in Kabul’s 15th Police District, resulting in a prolonged clash. The raid occurred near the Marjan complex and “Narcotics Town,” but officials have not disclosed casualty details (10.6.25).

- Prime Minister Narendra Modi inaugurated the Chenab Railway Bridge in Reasi, Jammu, the world’s highest at 359 meters, enhancing rail connectivity to Kashmir. Built at Rs 43,780 crore, the project includes 36 tunnels and 943 bridges. Modi also flagged off the first Vande Bharat train from Katra to Srinagar, linking Jammu with the Kashmir Valley. He accused Pakistan of attacking ‘insaniyat’ and ‘Kashmiriyat’ by targeting tourists in Pahalgam on April 22. Modi called Pakistan an enemy of peace and prosperity, blaming it for disrupting tourism and livelihoods in the region. IIOJK Governor Manoj Sinha and Chief Minister Omar Abdullah were also present (6.6.25).
Comments & Analysis: The ruling BJP government is keen to project an image of normalcy and peace in IIOJK to attract tourism and foreign investment. Recently, Gulf countries, particularly Saudi Arabia and UAE, signed several MoUs with India worth billions for tourism and hotel projects. Pakistan’s Foreign Office (FO) rejected Modi’s remarks, calling them baseless and an attempt to distract from human rights violations. The FO reaffirmed support for Kashmiris’ right to self-determination and urged global accountability.

The division’s war-fighting structure has been finalised and will be responsible for the 832 km LAC with China, the Line of Control (LoC) in the Drass-Kargil-Batalik sector, and the Siachen Glacier. No fresh recruitment is needed as existing brigades and units will be consolidated and reorganised (3.6.25).
- Military Exercises
The Indian Air Force reportedly conducted a large-scale combat exercise near the southern sectors of the Pakistan-India border in Rajasthan (7–8.6.25). - To maintain military readiness after the recent armed conflict with Pakistan, India has continued high-tempo exercises. The Indian Navy conducted anti-submarine operations with the UK in the northern Arabian Sea, deploying the stealth frigate INS Tabar, a Kalvari-class submarine, and a long-range maritime patrol P-81 aircraft. These participated in a tactical exercise with the UK carrier strike group that included HMS Prince of Wales and HMS Richmond. Meanwhile, IAF commandos also conducted combat drills with USAF counterparts across North India from 26 May to 10 June in the first-ever joint Special Forces exercise called “Tiger Claw” (9–10.6.25).

Israel Conducted Air Strikes on Iranian Nuclear Bases Resulting in the Killing of Senior Military Commanders and Scientists
- Israel launched airstrikes on Iran’s nuclear and military sites under “Operation Rising Lion,” targeting sensitive defence locations and personnel with combat aircraft, missiles, and drones. It was claimed that the Israeli intelligence agency Mossad established a temporary base in a deserted area in central Iran to launch suicide drones from vehicles—similar to recent Ukrainian tactics against Russian airbases. The full extent of damage remains unclear, and Iran has yet to issue a detailed response.
The U.S. distanced itself, with Secretary of State Marco Rubio stating Israel acted unilaterally and emphasizing the safety of American personnel. The U.S. also ordered partial evacuation of its Baghdad embassy due to fear of Iranian retaliation.
Reported casualties include Iran’s Armed Forces Chief of Staff Major General Mohammad Bagheri, IRGC Chief Major General Hossein Salami, Quds Force Chief, and six nuclear scientists including Mohammad-Mehdi Tehranchi and Fereydoun Abbasi.
Iranian Defence Minister Aziz Nasirzadeh warned of targeting U.S. bases if the conflict escalates. Meanwhile, nuclear talks stalled, and the IAEA passed a resolution labelling Iran as defiant (13.6.25).
Iran’s Retaliatory Strike on Israel
3. Iran launched a major aerial offensive on Israel, naming it “Operation True Promise-111,” in retaliation for earlier Israeli strikes. The IRGC claimed responsibility for targeting Israeli military bases and strategic locations, including cities like Tel Aviv and Jerusalem.
Israel’s Iron Dome defence system intercepted many projectiles, but some missiles and drones struck targets, injuring at least 40 civilians, including five in Tel Aviv—two critically (BBC).
China’s Global Times, citing Iran’s Tasnim News, claimed Iran’s air defences shot down two Israeli F-35 fighter jets and captured a female Israeli pilot—though neither the Iranian army nor the IDF confirmed these reports.
Prime Minister Netanyahu stated Israeli operations would continue to dismantle Iran’s missile and nuclear capabilities, emphasizing they target the regime, not the people (13–14.6.25).
Israeli PM’s Efforts to Draw the U.S. into War
4. Israeli Prime Minister Benjamin Netanyahu urged U.S. President Donald Trump to support Israel’s military campaign against Iran. He requested advanced weapons, including bunker-buster bombs, to strike underground nuclear sites (Wall Street Journal).
Despite Israeli appeals, the U.S. remains hesitant to expand involvement, focusing instead on avoiding regional escalation. Iran’s counterattacks have raised fears of a broader war.
Global leaders, including the UN, have called for restraint and renewed diplomacy to prevent catastrophe (15.6.25).
Comments & Analysis: The situation is extremely alarming for all regional states. Oil prices have already surged by 7%. If the conflict escalates, it could disrupt the Strait of Hormuz—through which 20% of Middle East oil is shipped globally—causing military and economic repercussions.
Israel, with alleged support from allies, spent over a year weakening Hamas, Hezbollah, and Iranian-backed proxies. Now, regime change in Iran may be the ultimate goal.
With war already raging between Russia and NATO-backed Ukraine, a second front in the Middle East could destabilize the global order. Chinese and Russian involvement in the region cannot be ruled out.
Several Muslim countries, including Saudi Arabia and the UAE, condemned Israel’s strike. On 13 June, Pakistan strongly condemned the “unprovoked assault” on Iran, calling it a violation of international law and Iranian sovereignty.
Recommendations
Given Israel and India’s strategic partnerships and alignment with Western powers, Pakistan must maintain vigilance along its borders and adopt comprehensive national security measures. Recommended steps include:
a) Ensure internal stability by promoting political unity, sectarian harmony, and economic discipline. Temporarily suspend non-essential development projects, cut unnecessary protocol costs, and prioritize public relief.
b) Enhance counterintelligence operations to detect spies, fifth coulumnists and hostile agents.
c) Keep movements of key security figures confidential during this volatile period.
d) Explore alternative oil and petrochemical supply chains via Central Asia through land routes involving China, Afghanistan, and Iran.
e) Invest in AI-powered target tracking, air defence, communication jamming, and de-jamming capabilities.
f) Procure conventional glide bombs, deep-penetrating bunker-buster munitions, and loitering munitions.
g) Issue clear warnings of a “tit-for-tat” response to any attempts targeting Pakistan’s nuclear and strategic assets.
