The security landscape in Balochistan continues to deteriorate as a combination of Baloch separatist groups, IS-K cells, and criminal networks intensify their operational tempo across Kech, Kalat, Quetta, Kachhi, and coastal corridors. The reporting period shows sustained patterns of targeted killings of tribal leaders, politically significant figures, and ordinary travellers; expanded use of grenades and arson attacks on police posts; the discovery of mutilated bodies consistent with insurgent intimidation campaigns; and the disruption of large-scale human smuggling attempts involving Afghan nationals, which highlights both governance gaps and the potential exploitation of migrant flows for covert movement. The government’s decision to suspend mobile internet across all districts and restrict mobility on major highways underscores high perceived threat levels but also carries potential long-term socio-economic and political costs. Overall, the incidents reflect increasing territorial assertion by insurgent actors, growing sophistication in attacks, and persistent state capacity challenges in remote districts.
There is a need to deploy targeted counter-IED and counter-grenade patrols around police posts and sensitive urban nodes to reduce vulnerability to hit-and-run tactics. It is also needed to pair security measures with community engagement programs in insurgency-affected districts to rebuild trust, generate human intelligence, and mitigate backlash from communication blackouts. It is imperative to strengthen coordination between CTD, FIA, FC, and provincial police to harmonize intelligence cycles and avoid operational silos.
ISLAMABAD
- Thirteen people were burned in a gas explosion at the Supreme Court canteen in Islamabad (4.11.25).
- Islamabad IG Police Syed Ali Nasir Rizvi said that a mechanism has been established to monitor all major roads, centres, and sectors of the city through Safe City cameras (5.11.25).
- A suicide bomb outside Islamabad’s District and Sessions Court killed 12 and injured 36, coinciding with major international events and a cricket match in the capital region. Interior Minister Mohsin Naqvi alleged that the bomber had ties to Afghanistan, while Rawalpindi’s CTD arrested seven suspects from Fauji Colony, Dhoke Kashmirian, and KPK for allegedly facilitating the attack (10, 11, 13.11.25).
KHYBER PAKHTOONKHWA (KP)
- Three family members, including Abdul Rehman and two women, were killed with a sharp-edged weapon in Qazi Kalay, under Faqirabad police jurisdiction in Peshawar (30.10.25).
- FC personnel, Rabastaan Khan, was martyred and a passerby injured in a gun attack at Tank Adda in Dera Ismail Khan district (30.10.25).
- An abandoned telephone exchange building was destroyed with explosives in Takhtikhel area of Lakki Marwat district (31.10.25).
- Police Special Branch man Shafilullah was kidnapped by terrorists from Havaid Adda in Bannu district (31.10.25).
- Bannu police safely recovered Constable Noor Zaman, who was kidnapped by terrorists in the Mirali area of North Waziristan district when he was going to attend the funeral of his brother Javed Khan, who had been killed in a terrorist attack near Dosarak, Kakki town (31.10.25).
- Tribal elder Ayub Nawaz and his two sons, Sakhi and Zaman, were killed by unknown armed motorcyclists in the Manzarkhel area of North Waziristan district (31.10.25).

- KPK IG Police Zulfiqar Hameed said the police force is being equipped with modern gadgets, including 147 SKUA units, 363 TWS Hawk thermal scopes, 10 M249 heavy machine guns, and anti-drone guns, to enhance their capacity to counter terrorist attacks, conduct nighttime surveillance, and locate targets. - Unidentified armed motorcyclists shot dead a man, Hamid Khan, near Haj Terminal Bus Stop in Peshawar (13.11.25).
- Four people were injured in two separate incidents involving a gas cylinder explosion and a house fire in the Wana tehsil of South Waziristan district (13.11.25).
- Security forces successfully foiled a terrorist attack on Cadet College Wana in South Waziristan, killing all five attackers after one suicide bomber detonated and others attempted to take students hostage. Cadets and staff were safely evacuated during a 31-hour clearance operation. The blast caused heavy damage to nearby homes and injured nine civilians. Interior Minister Mohsin Naqvi visited the college, met local tribal elders, and blamed cross-border elements for recent attacks, stating Pakistan has been urging Afghanistan to stop terrorism (10, 12, 15.11.25).
- Police, led by DIG Bannu Sajad Khan with support from local residents, reportedly killed seven terrorists and injured three others during an exchange of fire in an IBO on the Bannu–Lakki Marwat boundary (15.11.25).
Comments & Analysis: Recent indicators strongly suggest that TTP-linked elements are using Afghan territory for sanctuary, staging, logistics, and limited command-and-control, materially enabling the recent surge in IEDs, ambushes, kidnappings, targeted assassinations, and complex attacks across KP; this assessment carries high–medium confidence based on convergent evidence including arrests of Afghan-linked operatives, identifications of Afghan nationals among neutralised suspects, UN/international reporting of TTP activity inside Afghanistan, recurrent cross-border clashes, and operational signatures matching TTP’s known tactics, though persistent Afghan official denials reduce public certitude. The threat environment implies sustained attack tempo, elevated risk of escalation, deepening local destabilisation, and increasing technical sophistication such as drone-enabled strikes.
To mitigate this, immediate steps should include establishing an interagency evidence-consolidation cell, intensifying intelligence and interdiction on key cross-border corridors, and expanding targeted law-enforcement operations against facilitator networks. Over the short to medium term, Pakistan should pursue evidence-led diplomacy with Kabul and multilateral actors, harden vulnerable civilian and security installations, and disrupt logistics and financial channels supporting TTP. Longer-term measures encompass community resilience programs, selective border-governance reforms, and deployment of counter-drone systems. Risks include diplomatic blowback, civilian harm, and a contested information environment; mitigation relies on precise, evidence-based messaging and avoiding broad kinetic actions that undermine local cooperation.
Talks with Afghan Taliban Government should continue but from the position of strength. Their lies and deceptions should be handled deftly. Key point is that trade and terrorism cannot go hand in hand. Security and sovereignty of Pakistan take precedence over all other matters.
PUNJAB
- CTD and police arrested al-Qaeda suspect Junaid Ashraf in Okara, recovering arms and explosives, while separate cases included the booking of Inspector Javed Iqbal and Constable Tausif for allegedly kidnapping a Lahore trader for a Rs50 million ransom, and multiple encounters in Uch Sharif and Sargodha in which four suspected criminals were killed. Additionally, three Gujranwala police officials — including the Sabzi Mandi SHO, an SI, and an ASI — were arrested after a man reported they had fabricated a case against him, kidnapped him, and extorted money (1, 7, 10, 13.11.25).
- Police intensified a citywide crackdown on illegal Afghan nationals in Rawalpindi by forming a special task force and took action against locals housing them, as the government warned citizens against renting property to, lending vehicles to, or conducting business with undocumented foreigners, while directing legally residing foreigners to register with local police stations (14.11.25).
- The Punjab government under Chief Minister Maryam Nawaz has decided to form mosque management committees of local notables to promote peace and harmony and ensure stipends for Imams, with digital mapping of 56,000 mosques and data on 20,863 seminaries completed; stipend applications will soon be accepted manually and online through tehsil offices: Dawn News (4.11.25).
- The Lahore High Court overturned the death sentences of three convicts — Haseenullah Haseena, Habibullah, and Syed Jan alias Gajni — in the 2014 Wagah border suicide attack, acquitting them of charges of facilitating the attackers. - CTD police and a security agency, in an IBO, arrested two suspects, Saemad Ali Raza and Ali Aman Chandio, allegedly linked to the banned Sindhudesh Revolutionary Army (SRA) in Machhar Colony, Karachi (1.11.25).
- Police and Rangers, in joint operations, arrested four suspected extortionists — Tanvir @ Walari of the Wasiullah Lakho group — in separate operations in Khwaja Ajmer Nagri and Lyari areas of Karachi (1.11.25).
- Twelve people, including a policeman, were killed and several others injured near Ubauro in Ghotki district after Shar tribesmen attacked Mahboob Salro village, killing six rivals over a long-running dispute; this was followed by a police operation (6.11.25).
- CTD police arrested an alleged Al-Qaeda activist, Sadique Akbar, hailing from KPK, and recovered explosives from his possession in a tip-off raid on Pakpattan Canals in Sahiwal district (7.11.25).
- PPP worker Muhammad Shoaib Iqbal was shot dead by unknown assailants in Orangi Town, Karachi (10.11.25).

- Chief of General Staff (CGS) Lt Gen Syed Aamer Raza met Saudi CGS General Fayyadh Al-Rowaily in Riyadh to discuss strengthening bilateral defence cooperation, enhancing interoperability under the Strategic Mutual Defence Agreement (SMDA), and expanding joint defence-industrial projects aligned with Vision 2030; both sides reaffirmed their longstanding strategic partnership and Pakistan pledged continued support for Saudi defence capacity building (14.11.25).
DIPLOMATIC DEVELOPMENT AND SIGNIFICANT EVENTS
Iranian Parliament speaker visit to Islamabad
- Iranian Speaker Mohammad Baqer Qalibaf, in a meeting with Pakistan’s National Assembly Speaker Ayaz Sadiq, praised Pakistan’s support during Israel’s aggression and emphasized stronger parliamentary cooperation, while both sides reaffirmed commitment to regional peace and stability. The visit coincided with the successful launch of Mahan Air’s Islamabad–Tehran route, which will operate two weekly flights (5, 6, 7.11.25).
US–Pakistan Economic Partnership
- The United States and Pakistan reaffirmed their commitment to an “economically entrenched strategic partnership” during 7 November meetings, while parallel talks in Islamabad focused on mining, supply-chain security, and sustainable investment. Secretary of State Marco Rubio emphasized strengthening ties with Pakistan without affecting relations with India, amid analysts’ calls to address regional security, trade, and Pakistan’s links with China (7.11.25).
Interior Minister Meeting with the DG of British NCA
- Interior Minister Mohsin Naqvi, during a meeting with Graeme Biggar, Director General of the UK’s National Crime Agency (NCA), linked recent terrorist incidents in Pakistan to neighbouring countries and emphasized enhancing counterterrorism, forensics, and law enforcement cooperation with the UK, including five MoUs on extradition and training. FO speaks about Pakistan–Afghanistan dialogues
Pakistan FO spokesperson Tahir Andrabi announced that the third round of Istanbul talks with the Afghan Taliban ended without agreement as Afghanistan failed to act against outlawed TTP and BLA/FaH terrorists, stressing Pakistan will not negotiate with terrorist groups, is ready to receive its nationals at designated crossings, and will engage in dialogue only once cross-border terrorism is addressed. Later he said that Islamabad remains open to dialogue with any Kabul government but accuses Afghanistan of harbouring militants and misrepresenting them as refugees, reaffirming Pakistan’s resolve with full public and military support to protect its citizens and act against all terrorist elements (9, 14.11.25).
Jordan King Abdullah II arrives on a two-day visit to Islamabad

India–Afghanistan Relations
- India delivered over 16 tonnes of medicines and diagnostic kits to Afghanistan to help fight vector-borne diseases, a move the Afghan Health Ministry hailed as a vital humanitarian gesture supporting its national disease prevention program. The donation, following recent high-level talks in New Delhi during the visit of IEA Foreign Minister Amir Mutaqi, reinforces India’s long-standing partnership and commitment to Afghanistan’s public health and humanitarian development efforts (4.11.25).
Pakistan–Afghanistan Relations
Afghanistan’s Deputy Interior Minister Rahmatullah Najib said Pakistan demanded halting anti-Pakistan activities, relocating opposition groups, and issuing a fatwa against fighting its government, while the Taliban-led IEA urged Islamabad to respect Afghan airspace and treat refugees humanely, blaming it for the failure of the 7 November Istanbul talks, though both sides agreed to maintain the ceasefire. Comments & Analysis:
a) Pakistan continues to accuse Afghanistan and India of supporting attacks inside its territory, pledging a strong response as terrorism intensifies in KP and Balochistan. Efforts to ease tensions with the Afghan Taliban government remain stalled, as Kabul refuses to act against cross-border militant activity, and the recent Istanbul talks yielded little beyond an extension of the Doha ceasefire. Pakistan’s strained ties with Afghanistan stem from Kabul’s unwillingness to curb banned groups such as the TTP and BLA, as well as the unresolved Durand Line dispute — factors that have pushed Afghanistan closer to India and created a two-front strategic challenge. Islamabad must address this through balanced diplomacy with partners like Turkey, Qatar, Saudi Arabia, the UAE, Iran, China, Russia, and the U.S., while simultaneously strengthening security measures to prevent cross-border terrorism and formally settle the Durand Line issue.
b) Afghanistan is increasingly redirecting trade toward Iran’s Chabahar port — supported by India — and toward Central Asian routes, motivated by tariff reductions, quicker processing times, and expanding transit opportunities. Kabul is also exploring alternatives such as the Wakhan Corridor in Badakhshan for access to Tajikistan and other Central Asian states, as well as air routes to China. According to an Express Tribune report, Afghanistan’s trade with Iran has risen to approximately $1.6 billion, surpassing its $1.1 billion trade volume with Pakistan, while shipments through Turkmenistan, Uzbekistan, and Tajikistan are expected to grow faster due to new agreements and improved facilities at Iran’s Milak and Zahedan crossings. Nevertheless, Pakistan remains Afghanistan’s fastest sea gateway, with trucks reaching Karachi in three days, and Pakistan’s exports to Afghanistan still approaching $1.5 billion as of 2024.
Russia, Uzbekistan and Tajikistan launch trilateral military exercise
Russia, Uzbekistan, and Tajikistan launched trilateral military exercises near the Afghan border with 1,800 Russian soldiers, over 300 armoured vehicles, helicopters, jets, artillery, and 420 units of military hardware, alongside additional drills in Uzbekistan amid Moscow’s security concerns over Afghanistan. Meanwhile, a high-ranking Tajik delegation arrived in Kabul to strengthen political, economic, and security ties with Afghanistan (15.11.25).

An Army jawan was injured during an ongoing encounter with terrorists in Kalaban forest, Naidgam, Chhatru Sub-Division, Kishtwar district. US–India signs a 10-year defence framework agreement
- The USA and India signed a 10-year defence framework agreement at the ASEAN Summit in Kuala Lumpur, hailed as key for regional stability by Defense Secretary Pete Hegseth and Defence Minister Rajnath Singh, while Hegseth also met his Chinese counterpart to reaffirm U.S. interests amid concerns over China’s activities, and discussions with India addressed paused defence purchases following U.S. tariffs on Indian goods over Russian oil imports: Reuters (31.10.25).
- India launched its heaviest-ever communication satellite, CMS-03, weighing around 4,410 kilograms, by a Bhābhuḷi rocket from Sriharikota in Andhra Pradesh, following its growing space programme (1.11.25).
- Vice Admiral Susheel Menon has assumed charge as Chief of Staff at Headquarters Eastern Naval Command in Visakhapatnam, following the completion of his tenure as Flag Officer Commanding Eastern Fleet (1.11.25).
- Army Chief General Upendra Dwivedi, speaking in Rewa, Madhya Pradesh, asserted that during Operation Sindoor, India precisely targeted terrorist infrastructure in Pakistan without harming civilians or military sites. He stressed the need for truthful narratives, and a professional point of view as India’s primary concerns stem from within, particularly dual threats from Pakistan and China, with Kashmir at the core of these shifting dynamics and evolving challenges (3.11.25).
- Lt Gen Pratik Sharma, Commander of Indian Army Northern Command, reviewed the anti-infiltration grid and operational readiness along the Line of Control in north Kashmir (11.11.25).
New Delhi Bomb Blast
- At least eight people were killed and 11 injured in a car explosion near Delhi’s Red Fort metro station on 10 November, with multiple vehicles catching fire, while Prime Minister Narendra Modi vowed the conspirators “will not be spared.” IIOJK CM Omar Abdullah noted only a few are involved in terrorism. Police claimed Dr. Umar Nabi, driving the car, was part of a “white collar” terror module allegedly linked to Jaish-e-Mohammed and Ansar Ghazwat-ul-Hind, resulting in eight arrests and the seizure of about 3,000 kg of explosives across Jammu and Kashmir, Haryana, and Uttar Pradesh (10–12.11.25).
A New Indian Air Force Base inaugurated in Ladakh near LAC and LOC
- The Mudh–Nyoma Airbase in eastern Ladakh, commissioned by IAF Chief ACM AP Singh on 12.11.25, is one of the world’s highest operational fighter bases at 13,700 feet with a 2.7-km runway for heavy transport and frontline fighters, equipped for all-weather operations with hardened shelters, fuel storage, advanced ATC, and precision navigation. It forms part of a strategic network with Daulat Beg Oldi, Fukche, and Chushul to enhance troop mobility, air support, surveillance, and India’s defence posture, raising concerns for China and Pakistan (13.11.25).
Indian Armed Forces Joint Exercise Trishul
Lt Gen Dhiraj Seth, Commander of Southern Command, reviewed Sudarshan Chakra Corps and Shahbaaz Division during Exercise MaruJwala in the Thar Desert under Exercise Trishul, validating innovative tactics, indigenous drones, counter-drone systems, next-generation equipment, combined arms manoeuvres, and electronic warfare. Since 2 November, the Indian Armed Forces — comprising army, air force and navy — conducted the joint Exercise Trishul. The exercise also showcased naval ships including an aircraft carrier and other floating platforms including hovercraft and drones testing multi-domain capabilities across the Thar Desert, Kutch, and the Arabian Sea, concluding with commanders witnessing air operations and replenishment demonstrations onboard INS Vikrant (2–13.11.25).
IRAN
- Iran’s Supreme National Security Chief Ali Larijani said Western criticism of Iran’s missile program is a pressure tactic, asserting that the country’s nuclear and missile programs are non-negotiable and reflect its independence. Meanwhile, Deputy Foreign Minister Saeed Khatibzadeh and spokesman Esmaeil Baghaei stressed Iran will not compromise on national security “red lines” and accused the US of feigning interest amid the nuclear talks deadlock (10, 11.11.25).
- Iran’s IRGC Navy, acting on a judicial order, seized the Marshall Islands-flagged tanker Talara carrying unauthorized petrochemical cargo off the Makran coast and escorted it for investigation. US and UK maritime officials confirmed the vessel was intercepted while travelling from Ajman to Singapore and diverted into Iranian waters (15.11.25).
MIDDLE EAST
- Foreign ministers from Türkiye, Qatar, Saudi Arabia, UAE, Jordan, Pakistan, and Indonesia in Istanbul supported a post-war Gaza framework, calling for a UN-mandated International Stabilization Force, inter-Palestinian reconciliation, and Hamas’ readiness to hand control to a Palestinian committee.
