On 21-03-2024, at 1010 hrs, a vehicle-borne improvised explosive device (VBIED) and gun& grenade attack took place on army convoy near WAWA Filling Station Tank-Dera Ismail Khan Road PS Hathala DIK.
According to initial reports, first the militants, most probably belonging to Sub Commander Shereen of TTP Haroon Zarar group, opened fire on army convoy (7FF) followed by suicide attack. As per initial reports one Subedar and one driver embraced martyrdom and twenty-two soldiers were injured. They have been shifted to CMH.
The modus operandi involving the use of a coupled with gun and grenade attacks underscores the group’s capability and intent to target military assets, highlighting an escalation from their earlier focus on police personnel and infrastructure. This incident not only underscores the immediate security risks but also the strategic implications for counter-terrorism efforts in the region.

Analysis

Dera Ismail Khan has been the target of terrorists for last two years. Earlier, their focus was police personnel and police stations. The shift in target from police to military assets could indicate an attempt by the militants to undermine the security apparatus more broadly and instill fear. The choice of location and timing also suggests a significant reconnaissance effort, exploiting vulnerabilities in military movements and security protocols.

The use of VBIEDs and small arms in a coordinated assault suggests a well-planned operation aiming to inflict maximum casualties and damage.

The persistent threat in Dera Ismail Khan, despite ongoing counter-terrorism efforts, points to deeper issues of militant entrenchment, local support networks, and potential gaps in intelligence and security measures. The area’s complex social and political dynamics, coupled with its geographical proximity to the erstwhile Federally Administered Tribal Areas (FATA), make it a conducive environment for militant activities.

Strategic Recommendations

To thwart future attacks and dismantle the operational capabilities of groups like the TTP Haroon Zarar, a multifaceted strategy encompassing intelligence, community engagement, and regional cooperation is essential:

  1. Enhanced Intelligence Operations: It is imperative to enhance intelligence work in the area. Prioritize human intelligence (HUMINT) to penetrate militant networks, supplemented by signals intelligence (SIGINT) for real-time data on communications and movements. Increase surveillance and reconnaissance assets, including drones and sensors, for continuous monitoring of known hotspots and border areas.
  2. Hearts and Minds policy: In counter insurgency/terrorism operations it is essential to keep the local population on our side. Necessary steps should be taken to strengthen ties with local communities to build trust and cooperation in counter-terrorism efforts. Support community-led initiatives that provide alternatives to joining extremist groups, including education, employment opportunities, and social welfare programs.
  3. Security Protocols and Convoy Protection: Review and enhance security protocols for military convoys and installations, incorporating advanced counter-IED technologies and armored vehicles. Train personnel in counter-ambush tactics and ensure quick-reaction forces are on standby for immediate response to incidents.
  4. Inter-Agency Coordination: Foster closer cooperation between military, intelligence, and police forces to ensure a cohesive response to threats. Establish joint operation centers for intelligence sharing, planning, and coordination of counter-terrorism operations.
  5. Regional Cooperation: Engage with neighboring countries to address cross-border movements of militants and their support networks. Strengthen regional counter-terrorism mechanisms, including intelligence sharing, joint patrols, and coordinated actions against mutual threats.
  6. Legislative and Judicial Support: Ensure that legal frameworks adequately support counter-terrorism efforts, including provisions for prosecuting and deterring terrorism-related activities. Strengthen the judicial process for swift and fair trials of terror suspects.

Implementing these strategies requires a sustained commitment and adaptation to the evolving threat landscape. It is crucial to balance security measures with respect for human rights and the rule of law to avoid alienating the local population, which is essential for long-term stability and the success of counter-terrorism efforts.
