Part – 1 (Domestic) 

BALOCHISTAN

1. A group of armed individuals set fire to machinery and vehicles, including seven bulldozers and a pickup, after ransacking a construction company camp involved in the construction of a road to a gas company in Musakhail district (30.9.24).

2. Unknown armed motorcyclists shot and killed tribal elder Haji Noor Muhammad in a bazaar in Khuzdar (1.10.24).

3. The tortured body of a woman identified as Seema was found in the Regi area of Gwadar (1.10.24).

4. A senior leader of the Balochistan National Party – Mengal (BNP-M), Agha Khalid Shah, was shot dead, and his cousin was injured by unknown gunmen in the Killi Geo area of Quetta (1.10.24).

5. Two security personnel were injured in a grenade attack by unknown armed motorcyclists on a checkpoint near Taleemi Chowk in Turbat (2.10.24).

6. A dacoit identified as Abdul Qayum Sanari and a police officer, Jalil Ahmed Sheikh, were killed in an encounter near Bakra Mandi area in Khuzdar district (2.10.24).

7. Security forces, in an intelligence-based operation (IBO), killed six terrorists, including Shafu Samalani alias Tadin, allegedly affiliated with the defunct BLA, during an exchange of fire in Harnai district (2.10.24).

8. The Pakistan Coast Guards claimed to have seized a large quantity of small arms, including 256 Glock pistols, 34 Beretta pistols, and 145 30-bore pistols, along with hundreds of spare magazines during a tip-off raid in Musa Goth area of Gwadar (3.10.24).

9. Deputy Commissioner Sherani district, Sana Mahjabeen Umrani, remained unharmed due to retaliatory fire by her security guards during an attack by terrorists on her motorcade in Tang Haiderzai area of Qila Saifullah district (3.10.24).

10. A rocket fired from an unknown direction landed near a security forces camp in Turbat, resulting in no damage (4.10.24).

11. Unknown assailants killed a man named Khar Jan Lehri in the Namak area of Kalat (4.10.24).

12. CTD police, in an IBO, killed four terrorists during an exchange of fire in Khuzdar district (5.10.24).

13. Three security personnel were martyred, and four others were injured in a roadside bomb attack on their vehicle in the Dasht Mehmood area of Kalat (5.10.24).

14. Unknown gunmen killed a Union Council member, identified as Nolan, in the Chitkan area of Gwadar (5.10.24).

15. Three security personnel from a convoy, including Naik Zahedan, were injured in a roadside IED attack in Spinjili area of Mastung district (7.10.24).

16. Security forces thwarted a terrorist attack from three sides on the Joint Response Centre in Sabakzai area of Zhob district by killing a suicide bomber along with a high-value target, Umar alias Umari. However, during the exchange of fire, Havaldar Jamsher Khan embraced martyrdom, and 13 others were injured (9.10.24).

17. An unidentified motorcyclist shot and killed Amanullah and injured another person in the Nodz area of Turbat (10.10.24).

18. Unknown armed individuals killed a man near Fateh Khan Market on Jinnah Road, Quetta (10.10.24).

19. During a targeted bomb attack by unknown persons, local PPP leader Khan Muhammad Lotani was critically injured, while his son and a Levies Force guard, Abdul Hameed, were martyred in the Zahri area of Khuzdar district (10.10.24).

20. A group of heavily armed terrorists equipped with rocket launchers and grenades killed at least 20 miners and injured seven others in a nighttime attack on a private mine in Duki district (10.10.24).

21. CTD police killed three alleged terrorists during an exchange of fire in Dhadar area of Kachhi district (11.10.24).

22. Armed individuals shot dead Shoala Phong Bugti in Sui, Dera Bugti district (13.10.24).

23. A body of an unidentified person was found in the Kludakocha area of Mastung district (13.10.24).

KHYBER PAKHTUNKHWA (KPK)

1. Village Council Chairman Saadullah was shot dead by unknown armed motorcyclists near Multan Manjiwala area in Lakki Marwat district (1.10.24).

2. A police patrolling party repulsed an attack by unknown terrorists in a retaliatory exchange of fire near Shatokkai Sardikhel area in Lakki Marwat district (2.10.24).

3. Security forces killed six terrorists in an IBO in the Spinwam area of North Waziristan district during the night. However, during the exchange of fire, six Pakistani soldiers, including Lt. Col. Muhammad Ali Shaukat, were martyred (4/5.10.24).

4. Unknown assailants gunned down two persons identified as Salman and Tayeffullah in Domel Tehsil of Bannu district (6.10.24).

5. Law enforcement agencies (LEAs), in an IBO, killed two terrorists, including Attaullah alias Mehran, in the Charbagh area of Swat district. They were involved in an attack on the coaster of foreign diplomats returning from Malam Jaba to Islamabad on 22 September, resulting in the martyrdom of a policeman from the escorting vehicle (4/5.10.24).

6. A security forces personnel member was reportedly martyred, and two others injured in an attack by terrorists in the Dattakhel area of North Waziristan district (7.10.24).

7. Two terrorists were killed by security forces during an exchange of fire in an IBO in Mirali Tehsil of North Waziristan district (9.10.24).

8. Police claimed to have rescued Customs Department official Tufail Khan during an IBO in Khajori area of North Waziristan district when his captors were attempting to move him to another location. He was posted at the Pak-Afghan border checkpost Ghulam Khan and was abducted by kidnappers, who later demanded Rs10 million in ransom from his family (9.10.24).

9. Security forces killed two terrorists during an exchange of fire in an IBO in Jani Khel area of Bannu district (9.10.24).

10. Two terrorists were killed by security forces during an exchange of fire in an IBO in Hassan Khel area of North Waziristan district (10.10.24).

11. Unknown assailants shot dead Gul Akbar Khan in Laghari Bazaar, Mamond Tehsil of Bajaur district (11.10.24).

12. ASI police officer Sardar Jehan was injured during a terrorist attack on a checkpost in Muslim Kansas area of Shangla district (11.10.24).

13. Three officials, including Sub-Divisional Officer Muqarab Khan of the Communication and Works Department engaged in CPEC projects, were kidnapped by unknown armed individuals in Dera Ismail Khan district (11.10.24).

14. Fifteen people, including two women and a child, were reportedly killed, and seven others injured in armed clashes between the Maqbal and Kanj Alizai tribesmen in Kurram district (12.10.24).

15. Two young men, Sabir Khan and Kalimullah, were murdered by unknown individuals in a guest room of a house in Yarak Khel area of Bannu district (13.10.24).

16. Unidentified armed motorcyclists martyred Police Head Constable Shaista Khan in Bajaur Khel area of Bannu district (13.10.24).

17. Five terrorists, wearing burqas, attacked the Police Lines in Bannu. They were confronted by police guards, resulting in the deaths of all the terrorists. However, during the exchange of gunfire, four police officers were also martyred. The Police Lines reportedly housed the police headquarters and residential area (14.10.24).

18. Customs authorities, during a search at the Pak-Torkham border crossing, seized a cache of arms from a coal truck coming from Afghanistan. The haul included 15 M4 rifles, 170 magazines, and 5,100 bullets (14.10.24).

19. Unidentified gunmen shot dead Zahir Ali in Mankang area of Kurram district (14.10.24).

20. An explosive device planted by unknown miscreants went off in Tajori Bazaar of Lakki Marwat district, damaging a small bridge with no loss of life (14.10.24).

PUNJAB

1. Seven people were killed in an ambush by their rivals over a land dispute near Anaya Manga bridge in Sialkot district (1.10.24).

2. CTD police claimed to have arrested 18 suspected terrorists allegedly affiliated with the banned TTP and other outfits during separate raids across the Punjab province (4.10.24).

3. Police reportedly arrested a suspect working in a garment factory at Satiana Road, Faisalabad, for possessing blasphemous content on his mobile phone, which he allegedly forwarded to others (6.10.24).

4. CTD police killed seven terrorists, while eight others managed to escape during an exchange of fire in an encounter in the jurisdiction of Makarwal police station in Mianwali district. Earlier, police repelled their two attackers in retaliatory fire (6.10.24).

5. Police killed two dacoits identified as Nasir alias Mela Lathani and Tariq Jhakrani of the Kacha riverine area gangs, who were involved in the murder of a Constable during an encounter in Shahbazpur area of Rahim Yar Khan district (8.10.24).

6. An Anti-Terrorism Court awarded 31 years imprisonment to the accused, Qamar Zaman, a member of the banned outfit Daesh. He was arrested by CTD police from Baba Fareed Hotel, Arifwala Road, Sahiwal district, on 22 November 2023, and arms, ammunition, and explosive material were recovered from his possession (9.10.24).

7. CTD police claimed that out of five terrorists, two, including the mastermind of the Dasu attack, Muhammad Hussain and Ayaz, were being transferred from jail to another location due to security concerns when their unknown accomplices attacked one of the vehicles on Sumandri Road in Sahiwal district in an attempt to free them. However, as a result of the exchange of fire, the two terrorists were killed, while police and CTD personnel remained unharmed. They were convicted in the Dasu terrorist attack in 2021, which resulted in the deaths of nine Chinese engineers (11.10.24).

SINDH

1. Police claimed to have recovered a large cache of weapons comprising 138 9mm pistols and 276 magazines mixed with auto spare parts from a truck bound for Balochistan at the Shambi Shah checkpoint in Jacobabad district, along with the arrest of two smugglers (2.10.24).

2. CTD police claimed to have killed two terrorists from the defunct Lashkar-e-Jhangvi (LJ), identified as Hafiz Qasim Rasheed and Usman Qureshi, in an encounter in Shershah area of Karachi. Besides their involvement in other cases, they were also wanted in the murder of DSP Ali Raza in July 2024 (6.10.24).

Killings of Chinese Engineers in a Terrorist Attack on Their Convoy in Karachi

3. Four people, including three Chinese engineers, were killed, 11 others injured, and 16 vehicles damaged in a suicide vehicle-borne explosive attack on their convoy near Jinnah International Airport, Karachi (7.10.24). The banned outfit Baloch Liberation Army (BLA) Majeed Brigade claimed responsibility for the attack, carried out by its member Shah Fahad. The Chinese Embassy in Islamabad condemned the attack, demanded that the Pakistani government arrest the culprits, and called for enhanced security for Chinese citizens working on various CPEC and other projects in Pakistan. Pakistan’s leadership at the highest level, along with the Foreign Office, also severely condemned the terrorist incident and the loss of human lives, vowing to apprehend those responsible. Prime Minister Shehbaz Sharif visited the Chinese Embassy to express his condolences. The Chinese Foreign Ministry stated that it would work with Pakistan to ensure the safety and security of Chinese personnel, projects, and institutions in the country.

 In the past, several attacks targeting Chinese nationals have been carried out by terrorist outfits, particularly BLA, TTP, and others, with the aim of disrupting CPEC and other developmental projects, as well as damaging Pakistan-China relations. This incident took place just a few days before the Shanghai Cooperation Organisation (SCO) Heads of Government meeting on 15 and 16 October in Islamabad. Meanwhile, CTD police registered an FIR against the BLA leadership, particularly commanders Bashir Ahmed alias Bashir Zeb and Abdul Rehman alias Rehman Gul, and others responsible for carrying out the attack in collaboration with a hostile intelligence agency to sabotage Pakistan-China relations (9, 10.10.24).

Indian Intelligence RAW Agent Arrested

4. The Special Investigation Unit (SIU) of the police arrested a suspect identified as Muhammad Saleem in a tip-off raid from Fish Chowrangi in Maripur area of Karachi, due to his alleged links with the Indian intelligence agency RAW. Arms, ammunition, maps of sensitive locations, and multiple passports and ID cards were recovered from his possession. It was learned that he had traveled between India and Pakistan via Nepal several times. Investigations are ongoing (8.10.24).

5. Police claimed to have killed five suspected dacoits during an encounter. The suspects had allegedly entered a house in the Manghopir area of Karachi to commit robbery (9.10.24).

6. Police claimed to have recovered nine members of a family who were kidnapped three weeks ago, after an encounter with dacoits in the riverine Kacha area of Naparkot in Shikarpur district (13.10.24).

7. A person named Muhammad Majid Aziz, affiliated with Tehreek-e-Labbaik Pakistan (TLP), was killed, and several others were injured when a police van was set on fire during an attempt by police to disperse two protest rallies near the Press Club in Karachi. One rally was organized by TLP, while the other was a civil society march protesting in violation of Section 144 CRPC. The TLP rally opposed human rights groups supporting blasphemy suspect Dr. Shahnawaz Kunbar, who was killed by police in an alleged encounter, as revealed by a high-level inquiry committee (13.10.24).

DEFENSE AND SECURITY

The 7th Meeting of the Pakistan-Kingdom of Saudi Arabia (KSA) Bilateral Defense Industrial Forum was held in Riyadh, led by Lt. Gen. Muhammad Awais Dastgir, CGS of the Pakistan Army, and H.E. Engr Talal Bin Abdullah Al Otaibi, Assistant Defense Minister of KSA. They discussed Pakistan’s continued support towards capacity building in KSA and reviewed the regional and global security environment and its implications for the defense forces (10.10.24).

US-Pakistan Naval Bilateral Exercise 

The United States Navy ship USS O’Kane visited Karachi and conducted a bilateral exercise with the Pakistan Navy ship PNS Babur in the Arabian Sea. The exercise aimed to enhance interoperability and demonstrate the resolve of both nations toward regional maritime peace (12.10.24).

Italian Navy Carrier Strike Group Visits Karachi 

The Italian Navy Carrier Strike Group, consisting of the aircraft carrier Cavour and the frigate Alpino, anchored at Karachi for a three-day visit. During a press conference, the Italian Ambassador to Pakistan mentioned that this is the fourth visit by Italian navy ships to Karachi, and it is the first time an aircraft carrier has reached Pakistan. He highlighted the significance of this visit as a mark of friendship between the two nations and emphasized that Italy considers Pakistan a strategic partner for regional security (14.10.24).

Russia-Pakistan Joint Tactical Exercises “Friendship-2024” 

Russia and Pakistan launched joint tactical exercises titled “Friendship-2024” at the National Counter Terrorism Centre in Pabbi. The participants rehearsed missions to destroy illegal armed groups in mountainous regions. Russia and Pakistan have been conducting joint tactical exercises under the name “Friendship” since 2016 (14.10.24).

ADMINISTRATIVE / ECONOMIC / DIPLOMATIC DEVELOPMENT

Pakistan and Russia Ink Historic Trade Deal 

The first-ever meeting of the Pakistan-Russia Trade and Investment Forum was held in Moscow, marking a significant event in the evolving business and trade relationship between the two countries. The meeting was inaugurated by Pakistan’s Ambassador Muhammad Khalid Jamil, and the forum was attended by Federal Minister for Investment and Communication Abdul Aleem Khan, as well as Russian Deputy Minister of Industry and Trade, Alexey Gruzdev, who witnessed the signing of an MOU on barter trade between the two countries (2.10.24).

Malaysian Prime Minister Visits Pakistan 

During a three-day visit to Islamabad, Malaysian Prime Minister Dato’ Sri Anwar Ibrahim held meetings with top Pakistani civil and military leadership, including Prime Minister Shehbaz Sharif and Chief of Army Staff (COAS) General Syed Asim Munir. They discussed increasing bilateral trade, strategic interests, regional security, defense cooperation, and the situation arising from the denial of the rights of self-determination for the people of Kashmir, as well as condemning the ongoing Israeli aggression in Gaza. It was agreed that Pakistan would export USD 200 million worth of halal meat annually, along with 100,000 tons of Basmati rice, to Malaysia (4.10.24).

Pakistan-Saudi Arabia Sign 27 MoUs for Mutual Cooperation 

Pakistan and Saudi Arabia signed 27 MoUs worth USD 2.2 billion in various sectors, including industry, agriculture, IT, food, education, mining, health, petroleum, and energy, for mutual cooperation. The Saudi delegation was led by Investment Minister Khalid Bin Abdul Aziz Al Falih. The ceremony was witnessed by Prime Minister Shehbaz Sharif, Chief of Army Staff General Syed Asim Munir, and others in Islamabad (10.10.24).

President Asif Ali Zardari’s Address and Meetings in Turkmenistan 

President Asif Ali Zardari met Russian President Vladimir Putin on the sidelines of a two-day international forum on the “Interrelation of Times and Civilizations – Basis for Peace and Development” in Ashgabat, Turkmenistan. They exchanged good wishes. While addressing the forum, Zardari emphasized the need for enhanced regional connectivity and cultural and economic collaboration. The forum was also attended by the presidents of Iran, Uzbekistan, Tajikistan, and Kyrgyzstan (11.10.24).

PM Shehbaz Sharif Virtually Inaugurates Gwadar International Airport 

Prime Minister Shehbaz Sharif virtually inaugurated Gwadar International Airport during the four-day visit of Chinese Premier Li Qiang. The airport is considered a gift from the Pakistani nation to promote CPEC and strengthen the Pak-China strategic partnership. The Chinese Premier, along with a delegation, also attended the SCO conference on 15 and 16 October in Islamabad (14.10.24).
